It
is mandatory
for the network as a whole to provide at least the number of person-months
stated in the contract. In practice, this means that if any team has difficulty
filling its person-months, it must arrange with another team to make up
the difference, possibly transferring the necessary funding.
It
is mandatory
for each team to preserve full documentation about every young researcher
it hires, including proof of eligibility and financial records. These must
be communicated to the network coordinator each year for the financial
report.
In order to prove their presence, the EC requires post-docs and pre-docs
to fill out daily time-sheets with their hours of presence, which must
be signed by the team leader.
Each postdoc hired by the network is required to fill out a confidential questionnaire provided
by the EC, containing an assessment of their experience, before leaving. These
questionnaires are mandatory and will be reported to the EC.
Each postdoc hired by the network has the right to a visit to his/her home mathematical community
every nine months, with travel financed by the network.
Within reason, it is legitimate to redistribute some person-months
between pre-docs and post-docs at a rate of 2 postdoc-months=3 pre-doc months, and also the year-by-year distribution.
Each team is responsible for verifying the eligibility of a postdoc they
wish to hire. If it turns out later that a postdoc who was hired was not
eligible, the team must reimburse the EC.
When hiring a postdoc, a team is encouraged to check that the candidate has employment for the
remaining part of the year, possibly directing him/her to open positions at other teams.
